Spell penetration
Spell penetration reduces the target’s resistance to your spells; it is a different mechanic from spell hit rating. Spell penetration only works against targets with resistances, and will not reduce resistances below zero. Due to its implementation, it is primarily a PvP-oriented stat.
Spell penetration typically is intended to help casters against players (PvP) who wear resistance gear or are buffed with extra resistance, such as Mark of the Wild. In PvE, targets of a higher level than the caster have a base resistance (2% of mitigation per level difference) [ citation needed ] which cannot be overcome by spell penetration nor by any other stat. Otherwise, very few mobs and raid-level bosses have a substantial amount of resistance to overcome. [ citation needed ]

For additional resistance due to level difference, spell penetration has no effect. In this equation, Lt is the target’s level and Lc is the caster’s level. For more details on this equation, see the resistance article.
For example, A level 70 player casts a fire spell at a level 73 raid boss with no innate resistance. The level difference is 3, so the raid boss has effectively 15 resistance to all schools against the level 70 caster. No matter how much spell penetration the caster has, his spell’s resist check will always be done as if the target had 15 resistance.
Increasing Spell Penetration
The following increase spell penetration:
Talents such as the mage’s Elemental Precision, Arcane Focus, the priest’s Shadow Focus, and the warlock’s Suppression do not affect spell penetration. Those talents affect spell hit rating.
Using Spell Penetration
Especially in PvP, it is difficult to find a well-balanced amount of spell penetration. Against targets with no resistance, it has no effect (and as such is wasted). However, against targets with resistances, spell penetration is a powerful and, in terms of item values, cheap stat. Ideally, a caster should have exactly as much spell penetration as necessary to lower the target’s resistance to zero.
In PvP, good spell penetration values are 97 (to counter Mark of the Wild and/or Blessing of Kings), and 142 (to counter various only self-cast resistance buffs, such as the Mage’s Mage Armor); these are usually enough. 97 will often do for ‘occasional’ PvP.
In PvE, where only few mobs have resistances, especially with Curse of Elements active, spell penetration’s value is situational at best. The Hungarfen in Heroic Underbog, for example, have some Nature Resistance that Spell Penetration is useful against, and the Greater Lava Spiders in Searing Gorge have some Fire Resistance. It has been estimated that Rage Winterchill has approximately 200 Frost Resistance and that Supremus has approximately 200 Fire Resistance. Since neither of these fights have a challenging time requirement, stacking enough spell penetration to compliment the curses certainly isn’t mandatory but will noticeably improve individual performance.

Очень бы хотелось узнать мнение next_rim и becool. Конечно 300 резистов каждый день не встретишь, но со среднестстистической соточкой будут бегать многие.

Пока влом щитать на скоко будут просидать другие статы из за лишней пенры, + вобще не понятно как часто будут пары где она вобще нужна будет.
ps. Инчат на плащь даёт 35..
Но при этом аура шомана и тотем паладина не стакаюцо.
А вот бафф приста и бафф друли не стакаецо.
А вот еще. Мэдж армор идет как отдельный бафф и его не перекрывает ни один из внешних баффов.
Фрост и так не убьет арканиста, даже без ауры пала :)) Ты, видимо, имел ввиду, что с аурой пала арканист сможет уйти и покурить еще 🙂
По поводу пенетры: на 74 (105 было резистов) бил меня холи (кажется) прист 80 левла, так 4/5 его спелов резистились и восстанавливали мне манну 🙂

Spell hit
For binary spells that do not partially resist, the resistance mitigation is combined with the spell hit chance to give an overall percentage for the spell to land or be resisted. The chance to hit is multiplied by the mitigation factor from the resistance to give an overall chance to hit. For the following formula, B is base chance to hit with spells, H is increased chance to hit from gear and talents, and R is the mitigation factor given from resistance.

Spell resist mechanic
Magic spells can be resisted in two different ways. The first chance for a spell to fail uses the level difference between the caster and the target, and also incorporates the spell hit rating stat. This first check is discussed in more detail in the article for spell hit.
The second chance to resist takes into account the amount of resistance to the school of the spell. Each point of resistance effectively mitigates a certain percentage of magical damage, or reduces the chance for a magical debuff to take effect

Players have resistance to one or more spell schools. In battlegrounds, players may have shadow protection, the mark of the wild, paladin auras, or totems that increase player resistances, so having spell penetration is quite useful in PvP and should not be forgotten. However, this guide will focus on spell penetration from a PvE point of view.
The trash mobs in Molten Core will have high fire resistances or even immunity. Mages would spec Frost there, and so spell penetration would only be necessary for the bosses.
All bosses have resistances to all schools (fire, Shadow, Nature, etc.), different numbers depending on the school and the boss. Some bosses are more resistant to Shadow; some are more resistant to Nature, etc. This boss resistance means that a part of your damage will be reduced unless you find ways to reduce the enemy’s resistance.
Warlocks can cast Curse of the Elements and Curse of Shadow. When these 2 curses are on the mob (you will need 2 warlocks), Shadow, Arcane, Frost, and Fire resistance on the target is reduced by 75. It is not possible to reduce a player or monster’s resistance to less than 0.
Resistance comes after Hit.
When you cast on a mob, the first thing that happens is the Hit roll, which means you need Chance to Hit to overcome a level difference. This is before resistance is added to the picture.
Vs. target of your own level: 4% chance to miss. 3% chance to Hit is needed for cap. (PVP)
Vs. target of your own level +1: 5% chance to miss. 4% chance to Hit is needed for the cap.
Vs. target of your own level +2: 6% chance to miss. 5% chance to Hit is needed for the cap.
Vs. target of your own level +3: 17% chance to miss. 16% chance to Hit is needed for cap.
Spell Penetration will only increase the effect of spells that have already successfully landed on the target. However, even spells that land has a chance to do nothing at all if the mob resistance is very high. That’s what spell penetration is for.
Miss is when you don’t have enough Chance to Hit.
Resist is when you don’t have enough Spell Penetration.
That being said, our combat log doesn’t make it easy for us to see what’s going on. For some reason, even when a spell misses, it will show as “resisted” in the combat log. Keep this in mind when you observe combat logs. But for the sake of understanding the mechanic, we’ll have to be aware that there is a difference.
How much Spell Penetration do you need?
You will need to bring the monsters’ resistance down to 0 if possible to deal with your full damage.
A simple rule of thumb is that each 10 spell penetration adds 2.5% DPS increase on average.
Raid Bosses everywhere have 145 resistance to Fire, Shadow, Frost, Arcane. 70 resistance to Nature, 15 resistance to Holy.
Note: Some may have slightly different resistances, and for example, Ragnaros has extremely high Fire resistance. But the numbers above are accurate in 80% of the cases.
After Curse of the Elements and Curse of Shadows have been applied, you will need 70 spell penetration from gear to reach the cap in the abomination wing. Mages need only 60 because they get 10 from the arcane talent: Arcane Subtlety.
